The Project

Auxilium supported South Taranaki District Council in managing its 1,643 km roading network, which underpins rural communities, forestry, farming and freight across the district. With a relatively small ratepayer base funding a significant infrastructure asset, the Council needed to understand whether its current maintenance and renewal strategies would meet future network demands and support long-term investment decisions.

Auxilium developed a 30-year pavement investment model using dTIMS, combining asset condition, performance and investment data to assess future network outcomes, with specialist modelling support from Infrastructure Decision Support (IDS). Rather than relying on data alone, the team worked closely with field staff, engineers and Council stakeholders to capture local knowledge about drainage issues, freight routes, road widths and deterioration patterns not reflected in the dataset. These insights informed a decision-support model that tested multiple investment scenarios and evaluated alternative treatment strategies, including seal widening for narrow rural roads.

The modelling gave the Council a clear picture of how network performance would respond under different funding levels and investment approaches. While current funding was shown to be sufficient in the short term, the analysis identified the need for increased investment overtime to maintain levels of service, manage risk and address the impacts of an ageing network.

The project delivered a robust evidence base for Asset Management Planning and Investment Logic Mapping workshops, strengthened understanding of long-term funding requirements, and improved treatment selection for deteriorating and high-use roads. By combining technical analysis with local knowledge and stakeholder input, the project built confidence in the results and stronger ownership of future investment priorities across the organisation.
