The Project
Auxilium helped Nelson City Council prepare its transport Asset Management Plan (AMP) and funding submissions for the next National Land Transport Fund cycle. Council had already identified its key transport challenges through an Investment Logic Mapping (ILM) process, but needed a clear, evidence-based way to connect those challenges to investment priorities, programme development and funding decisions.
Auxilium worked closely with the Council to develop and assess a range of transport investment options using a structured multi-criteria Analysis framework. Investment scenarios were evaluated against factors such as resilience, safety, affordability, environmental outcomes and strategic alignment, helping the Council understand the trade-offs associated with different levels of investment.
To support decision-making, Auxilium translated complex technical information into a clear and accessible investment story, enabling stakeholders to better understand programme priorities, risks and funding requirements, and ensuring transport challenges, investment responses and funding requests were clearly aligned.
This project gave the Council a robust framework for investment decision-making and a stronger evidence base for its AMP and funding submissions. Key outcomes included improved understanding of investment trade-offs, clearer prioritisation of transport programmes, and greater confidence in communicating future investment needs to stakeholders and funding partners.
