The Project

Opuha Water Ltd required a practical and consistent framework to support delivery of its capital programme, including planned investment in generation equipment, dam infrastructure, spillways, intake assets and pipeline compliance. Auxilium was engaged to develop a scalable, PRINCE2-aligned Project Delivery Framework that would strengthen governance and delivery control without introducing unnecessary bureaucracy.

Working collaboratively with the Opuha Water team, Auxilium designed an integrated project lifecycle covering Start, Initiate, Design, Build and Close, with the Design stage further structured into Concept, Preliminary, Developed and Detailed Design phases — reflecting the progressive development of infrastructure solutions from early feasibility through to consenting, procurement and construction readiness.

The framework established nine governance gateways and connected each stage with the required management reviews, business case decisions, design outputs, statutory approvals, procurement activities and delivery documentation. Programme and project responsibilities were clarified through a defined operating structure and detailed RASCI matrices covering the Programme Steering Group, Sponsor, Programme Manager, Programme Office, Project Leads, technical reviewers, designers and construction teams.

Stage-specific process maps were developed to show how work progresses, who participates in each activity, where assurance is required and what information supports each decision, alongside the mandatory artefacts, existing templates and supporting guidance required at each stage — while retaining the ability to tailor the level of control to project risk and complexity.

The completed framework was consolidated into a user-friendly, internally linked interface, allowing users to move quickly from the overall lifecycle to stage purposes, key activities, roles and responsibilities, process maps, guidance and supporting tools. The result is a practical operating model that gives Opuha Water clearer accountability, more consistent decision-making and a common delivery approach across its capital programme.
